A federal court ruling has halted enforcement of an ordinance designed to curb illegal immigration in Hazelton, Pa.

The ordinance would fine business owners or landlords who hire or rent to illegal immigrants, but the decision could impact Altoona as well.

Altoona Mayor Wayne Hippo said it's too early to tell if a judge will stop Altoona's illegal immigrant ordinance.

Hippo said punishing illegal immigrants is up to the federal government, but local governments are now creating laws to punish those who enable illegal aliens.

He said the congressional research actually praised the Altoona ordinance, saying it was different from Hazleton's.

Hippo said Altoona's ordinance is much more polished in order to avoid the constitutional concerns coming into play in Hazleton.

The mayor said Hazelton and Altoona have different illegal immigrant situations. He said Hazleton's ordinance addresses an existing problem, whereas Altoona's ordinance is intended to be preventative and proactive.
