No. It has been the Employer s responsibility to verify the right of its employees to work in the United States since 1987. Therefore, even if HR4437 does not become law in 2006, the signal has been sent to Employers that the DHS will increase it s already existing Civil penalties and Criminal prosecution from now on. Many members of both the House and Senate believe that the only way to stop illegal immigration is to arrest and punish Employers so as to dry up the job market. DHS has signaled it s readiness to arrest even more Employers than before.
